2. 脈絡性：議題因不同國家、組織的狀況，產生脈絡化的變遷，教育應協助學生覺察。
3. 跨域性：一項議題涵蓋多種領域，需從不同角度、領域切入，方可理出議題最完整的樣貌。
4. 討論性：一項議題激起各種討論，須從多元的面向切入，才能對社會發展有正向作用。
5. 變動性：議題的本質、內涵、人們對其重視程度會隨著社會變動改變，教育應協助學生覺察。
